No official source has said it is or hinted it. Why woulda British Pokemon be based on some trash American band?

It’s clearly just based on general on the colours and ‘aggressive’ temper British badgers and heavy metal, which is a British genre.

The star eyes are only one of the comparisons. Maybe if they didn't have their tongue out in every stage of the evolution line you'd have an argument but when you combine the colour scheme, stars AND the tongue the influence is obvious.
