Rules: must have the same number of Pokémon, cannot use Pokémon that wouldn’t be reasonable to beat at that point in the game without specific counter-teams, must retain use of Gym TM.

Bugsy: butterfree and Beedrill, instead of two kakuna, But a smidge lower level to compensate.

This is Burgh, from BW 1. Quite pitiful, for the third gym. We can only use unova pokemon here, as he is in the main game.

His ace is Leavanny, at level 23. Already I choose to level it up to 25, since Lenora's is level 20, only 5 levels below, when the game has a huge forest area, and a side area below and before the forest itself.
It doesn't gain any moves by level up until level 29, so the moveset isn't gonna change there. No, I will have it learn one (1) tm move, in Energy Ball. It will replace Razor Leaf, and a move it can learn earlier on is Bug Bite. That will replace String Shot. I won't give it an item, because it is only the third gym.

The other two pokemon on the team are Whirlipede, and Dwebble. They are both level 21, but that's only 1 level above Lenora's ace, so it won't be enough of a challenge. I don't want to overwhelm the player, so making Whirlipede level 22 and Dwebble level 23 will be a nice compromise.
Dwebble won't have much change in the moveset, as it already has sand attack and faint attack, both moves well used on a level 23 pokemon.
Whirlipede however, is a different story. Not only did I raise it just barely enough to be a legitimate whirlipede, evolving at level 22, but I changed Screech for Rollout, a move it can use well to counter fire types.

In my opinion LGPE fixed the teams of the Kanto gym leaders(except Giovanni), I just love how they removed repeated pokemon from the same evolutionary line and substituted them with pokemon that tie-in with GSC/HGSS or references Yellow. The movesets are shit though.

The movesets are mostly fine. You would rather your AI be as offensive as possible, and giving these mons only offensive moves means they'll at least prioritize attacking instead of randomly using status moves for no reason

That said I hate that Alakazam has night shade. Worthless. When will it ever be more offensive with night shade than psychic. Honestly just let it have only psychic

I also love that two of them lead with pokemon that can lay down screens, and koga can spam protect to toxic stall. Nice exception to what I said earlier, those are great non offensive moves to be using.

Worst set IMO is Sabrina overall for packing physical attack moves on her special mons like Mr Mime and Jynx

Ramos is fucking pathetic. Besides the Gogoat, he doesn't use a single kalos grass type. I will redesign the whole team, and try and keep the tm move the same, and otherwise use moves they can learn on level up.

It was at this point I had to look at all 72 pokemon Kalos introduced. Only 9 grass types total, and 4 of them aren't available until long after Ramos. This is where I took a look at the Kalos Dex as a whole.

Giga Drain/Grass Knot/Poison Jab/Toxic Spikes

What else could there be in the first two dex parts? I searched, and then i saw it.
