It has no real stat boosting moves like other dragon types, it's main offensive stats is sp atk but it doesn't have anything to boost said special attack which is a shame really, physically would work better realistically
If we're going to be honest though, he does have a diverse amount of moves

Sceptile has an incredibly limited special movepool to the point where Sword Dance sets are almost unironically better

It can't hold an item. Gen 4 onward warps stats significantly because of Life Orb. Mega Sceptile's effective Atk/SpA on the mixed set are based 70/100 respectively.

70/70/75/100/85/145 would definitely be impressive for Gen 4, but the thing doesn't even get Draco Meteor. It'd probably still be banned because Dragon types have basically no answers in Gen 4, so anything with good stats and Dragon typing is Ubers.

In Gen 5 it'd be a pushover compared to Latios, just like now, and be like UUBL at most or something.

Also it depends on the ability that has lightning rod is not widely used in singles format.
An example is Shaymin Sky that also have weakness ×4 to ice, but it helps its ability to be in the tier

..yes? Megas make shitmon viable, what's wrong with that? I haven't seen anyone shit on them before this, it's the 600+ bst megas that unbalance games.
