I don't think myself to be all that good at the game, but I'm positive when I tell you that TR doesn't need any buffs. It's one of the best speed control methods in the entire game. It completely negates one of the main weaknesses of Pokemon such as Mawile (Their speed) So now instead of having a Pokemon that needs to take a hit and then attack back, it can simply just attack first. Plus, Trick Room itself doesn't need to be exclusively used with slow tanky attackers, it's a versatile move that can fit on a lot of teams (for example. I run Trick Room on my team despite having generally fast Pokemon) M-Gardevoir has 100 base speed but can still benefit greatly from it. While yes, you are opening your Gardevoir up to slower Pokemon. If you use the move properly it can help you out against Pokemon such as Landorus who are always faster.
The only counter to Trick Room, is Trick Room. Another reason you'll see it so often in doubles is because some people's teams are destroyed by it and they need to counter it. You can counter other speed control methods (i.e an Opponent's Tailwind can be negated with a Combination of Icy Wind & a Scarf mon, Paralysis, or just x2 Icy Winds or even your own Tailwind.) With Trick Room, there is no way to make your opponents faster, it's hard to find ways to make your own Pokemon slow too. When someone has Trick Room up that's four turns of guaranteed speed control that they have.
Don't get me wrong, I don't hate Trick Room or think it's broken, I use it myself. It's just a very versatile and good move. I don't see why it would ever need a buff. You just need to play with it properly.
