Obedience is a lot stricter, overleveled mon just don't do shit unless you're really really lucky.
First and Second gym can be around level 10~20 with only 3 party. 6th gym onwards are going to have 5~6 party and really mess with player without type advantage or tactic.

3 Administrator and 1 Boss. Just make the administrators waifus with each their own iconic signature pokemon. The Boss is actually the final gym leader, like Giovanni. He's a megalomaniac who thinks he can do anything because he is the strongest.... like Giovanni. Basically just make rocket but more evil and better admin. Goal? Idk, world domination or something.
>LeagueThere's no E4, but contender matches. Your opponents are trainers who also went through the gyms and want to challenge the champ for the belt. Two of them are your rivals, they are strong 6v6. The champion is level 70ish with a lot of challenge, seems reachable with Exp Share honestly.
