Studies have shown people most often only act after seeing others act in many different kinds of situations - even ones where someone's life seems to be on the line. They're afraid to look not "normal" and will sit around looking at each other instead of taking the necessary action.
Hell, it's why Gen 5 - 8 Pokémon will make shitloads of money. Most people won't act as if GF is in the wrong even though they know something is wrong because everyone around them they care about isn't doing it.
