Besides the producers thinking about introducing one, wanting to have a story about a character finding something for herself, and integrating it into a series that focused on bonds, I don't know. You could pretty much ask why any characters that aren't Ash do anything.

Every other character that Ash traveled with over the course of the series had goals outside of him and things they could have gone and done independently if they'd never met him. Serena's entire reason for leaving on a journey in the first place was to find Ash, and for all they played the showcases up as her "finding herself," at the end her priorities never actually changed and she was still only existing for him. She essentially said so herself in the original Japanese. And for a series about "bonds" XY sure did a shitty job of portraying them. Ash was such a cardboard cutout generic shonen protagonist that even his relationship with Pikachu felt off.

Anon, half of them only really used the goals as an excuse to justify themselves when they wouldn't have even gone off had they not met Ash either. Cilan didn't go off until Ash came along, same with Brock. Misty was flaffing around until she stuck with Ash over the bike. Ash in XY also had the same character he's always had, he just wasn't the butt of jokes.

Looking back, it was more along the lines of "I couldn't understand the desire to see others happy until this moment" which is admittedly not quite the same but still a fucking weird sentiment to have and undoes whatever so-called "development" she apparently went through to once again make her focus on a boy
