SaGa 2 on the DS had enemies that physically exist in the overworld, square enix did what gamefreak is doing now 10 years ago

Lots of games did this. Some of the Final Fantasy games, Black Rock Shooter PSP, the Neptunia series.... well, a lot of RPGs really. I feel it isn't really a technical issue as opposed to the fact GameFreak may have in the past felt RNG tall grass was a good enough method for a long time.

Super Mario RPG since - 1996 on the SNES
Mario & Luigi Super Star Saga - 2003 on the GBA

and SE did it earlier with DQM:Joker in 2006 (on the DS)

and GF did it last year with Let's Go..

That wouldn't matter. By a programing stand point you'd just replace the battle map with a turn based battle. It's exactly the same in function.

Final Fantasy Mystic Quest (1992) had overworld encounters.

But the best implementation of overworld encounters in a JRPG for me is probably Lufia II: Rise of the Sinistrals (1995).

Star Ocean: Till the End of Time (2002) is a close second.

There are several JRPGs with overworld encounters.

I think tho Pokemon were too hesitant to make the switch since people were so used to the rng grass encounters. Weren't they all worried about giving Pikachu a voice in Detective Pikachu? It's like they fear their brand falling apart at any minute. Guess that comes with forgoing your fanbase for finicky casual bases.
