So realistically, what is so bad about harvesting Slowpoke tails? Slowpoke naturally have dulled senses so it wouldn't cause them much pain if any at all, plus they grow back anyway. Is it just a moral thing?

Maybe it's like lizard autotomy, where yes, it's designed to come off, but once it's off it still takes considerable resources to grow back and leaves them without that defense mechanism until it does grow back, and also more open to infection til it heals.

It's a moral thing. Plus I'm pretty sure the Well is both tourist attraction and a source of water for Azela town so either way the Rockets were screwing the town over.

If we are to just take dex entries from gen 2 and below, it will eventually feel the pain. It also uses its tail for fishing so you're making it harder for it to feed itself since Team Rocket went after wild Slowpoke.
