The Kangashkan theory has been shown via glitch Pokemon, and the Ground-type specialist Giovanni uses the Normal-type Pokemon.
In more recent games, Cubone and Kangaskhan inhabit the same areas. This is a consistent thing and not a one-time thing, giving weight.
Cubone is a Pokemon that weeps the loss of its mother, and Kangaskhan is a Pokemon that cherishes its child.
This is why people bring up the Kangaskhan theory more often.
The Charizard theory here is pure speculation that has no evidence within games and more evidence against it. The best arguments one might be able to bring up is the fact that Cubone inhabit volcanic areas in Alola, a region which Charizard is not native to, and Charmander and Cubone both inhabiting Rock Tunnel in LGPE.
