It can't breed, so it's a baby. It's in the same boat as Togepi in that the only thing differs it from other baby Pokemon is that debuted in the same generation as its evolution.

Guess Pichu, Cleffa and the rest of the Gen II babies aren't actually babies then and are regular pokémon too? Of course Game Freak weren't making the shillmon breed with an incense, defeats the purpose of trying to make it popular among the fanbase.

Yeah, it's a baby even though it has more in common with Togepi than other baby Pokemon. Majority of babies are simply pre-evolutions of past generation Pokemon. Togepi and Riolu were introduced in the same generation as their evolution.

It's sometimes hard to believe Riolu is a baby but it is pretty much the Gen IV Togepi. Given out by a minor NPC as an egg, which you then hatch.

Not all babies evolve by friendship.
You have level-based ones (Elekid, Magby, Smoochum, Tyrogue, and Wynaut), ones based on learning a certain move while leveling up (Mime Jr., Bonsly), ones based on leveling up while holding a specific item (Happiny), and ones based on leveling up with a specific Pokemon in your party (Mantyke).

Also, a few of the Gen IV babies have time-based evolutions:
Friendship by day: Budew, Riolu
Friendship by night: Chingling
Holding Oval Stone by day: Happiny

Yeah, except Wynaut wasn't introduced in the same gen as Wobbuffet, and Wobbuffet can be obtained in the wild in Gen 3. Togetic and Lucario weren't available in the wild in Gens 2 and 4, respectively, meaning the only way you could obtain these Pokemon outside of trade or event is by hatching the egg and evolving it.

Oh yeah, i forgot Riolu is actually native to Unova, Kalos, and Alola.

We still don't really know where Togepi line is native do we, only that it migrates through Alola and Sinnoh.
It also shows up in white forest, but due to the weird mechanics there I'm not sure they're actually native, or that the area truly even exists at all, like Dream World.

Irrelevant, Riolu was introduced in Sinnoh and Togepi in Johto that makes them Sinnoh and Johto pokemon respectively. If not the why is Charmander considered a Kantomon since hes only a obtainable as a gift to either from oak or a trade with a trainer on route 24

I hope Gamefreak gives us more baby Pokemon this generation. There aren't enough.
It would be cool to have "Baby Only" tournaments and let traditionally late-game mons be found in the first few routes.

Gen II and IV treated introducing baby Pokémon similarly. There were 8 introduced in each Gen, but 7 in each were pre-evolutions of existing Pokémon while the eighth was for an original two stage line. Riolu/Lucario are the Togepi/Togetic of their Generation.

IS is once a day after scanning 100 points of QR codes and having waited long enough. Once scanned pokémon remains in overworld a set lnght of time then vanishes. Next day you can try again for a different pokémon either on that island or a different one.
PR is a thing you use in encounter grass, it sets off a number of grass tiles that have differing pokémon. Building a chian of encounters of the same pokémon increases rarer spawns and better search pokémn with good iv's and after 40 max is reached and max chance to find shinies is hit. Recharging PR takes 100 in-game steps and can be used every time it's recharged.
they're both similar in-menu efforts to encounter pokémon, but radar is more flexible in what when and when you can use it.

Actually it does which is why Charmander, charmeleon, and Charizard are all considered kanto pokemon even though they aren’t found anywhere in the wild. Don’t believe me go to any thread where Charizard or Charmander are accused of being Kanto pandering and disagree
