There's a couple of choices about where to wander all of which lead to some kind of reward.
There's an indication that there's a secret area accessible with surf, which you may remember and come back to later, granting you Giga Drain which is pretty sweet. In fact Sinnoh has water on most routes and in most caves even early on, so that when you get new rods / surf, you have a reason to revisit and see what was hiding there all along.
In the same way: The Honey Trees and Berry Patches are designed to give routes more than the singular purpose.
The Hallowed Tower is a peculiar object that you will come back to see whether the Odd Keystone has done something.
The Lost Tower is a side area you could enter immediately or visit the town first and come back to later. Today you rarely have more than one new place you could choose to visit. By not prescribing when you visit, you are more likely to enter it out of your own curiosity, and that causes your intent to be more closely tied to the reward, which subtely heightens the satisfaction of completion. Today there is often only one new area that it's possible to visit at a time and an npc will probably unlock it just before telling you to go there).
