The first year of VGC since XY already has a "from this region only" rule, that's what the Kalos and Alola marks were for. There's no reason to literally cut the dex out of the games.
The later years instead have an "everyone is here" rule, which as you can guess it's very overcentralizing since everyone wants a piece of Groudon, Kyogre, Zekrom, Xerneas and whatever new powerhouse is introduced. But that can be fixed with a custom banlist, and it's been shown GF can do this already since in friendly cups they implement completely arbitrary rules like "only Pokémon with more than 5 weaknesses".
For Smogon's case, they don't care, they will probably split the meta in "let's follow the dex cut" and "fuck the dex cut".
This is why I dislike the cut, it makes no sense, I'd understand if it made a notable difference, it was inevitable this would happen, but when that would happen is because they needed to either code every pokémon again because the battle system changed, or because they needed to remake every model or animation from scratch, which isn't the case either. It's just an arbitrary cut. I think way less people would have gotten mad if they showed a difference gained from cutting the dex.
