If they cut Pokémon and try to balance the game properly you can have that 51 viable Pokémon from Gen7 in the total number of Pokémon in Gen1.

One of many reasons Masuda said about culling was they want to give all Pokémon a chance to shine. One of the most effective forms to achieve this is improving all fully-evolved Pokémon and make NFE being the only dex fillers.

What's wrong with expecting them to do something that they've clearly thought about before? Pelliper wasn't good until gen 7, you know. Dugtrio also got banned in Smogon due to its ability in conjunction with a slight attack buff. They also edit movepools every generation.

Like you could make the regional whatever be based on actually appearing in the Pokedex, then just not include the national dex like you did in Gen 7. Bam, now you have your arbitrary list of what Pokemon you'll allow in your crappy doubles meta and everyone else can still bring up their old friends and get new egg moves and whatever the fuck else. But that would take actual effort and be a lot harder than just hard removing whatever percentage of the Pokedex you decide needs to be removed.

I understand this, but they are still an exception. My point is there are more dex fillers than versatile Pokémon with solid gimmicks, when the only dex fillers should exist should have been the pre evolutions. And most of them are bad since debut what makes the situation even more disappointing

Honestly the ou council just wanted a pretext to ban arena trap (Dugtrio isn't banned) since gen 6
The 10bst boost is great to take isn't that useful as it only changes 3HKO into 2HKO against like two mons in the OU metagame in the first place iirc
They saw that people were able to climb the suspect ladder with fucking Diglett so Arena Trap was banned as a whole
Also arena trap was retroactively banned in gen6 OU afterwards, so the +10 boost clearly isn't a factor for them

Balancing the meta can be done by implementing limits and bans on pokemon during competitive play. Ban non-regionals, ban legendaries, anything goes, etc.. Or god forbid they retool some of the old, forgotten mons that needed buffs from the past. Or not, and they can just be lazy, cut half of existing pokemon so that work doesn't have to be done.
