As for the number of pokemon expanding, after gen XY they only had to do the new ones and things still didn't improve moving forward so obviously it's not the size of the workload they outsource to creatures. Not to mention depending on what programs they used for the gamecube/wii games and the more modern games that the overall bone structure of the models for existing pokemon wouldn't have changed much so a good chunk of those animations could have been applied to the new model's rigs and tweaked to look good with higher fidelity meshes instead of starting over from scratch.
