It's heavily marketed despite not being an ideal Pokemon to have for gameplay or competitive.

Agumon is loved because the company actually cares for it through giving it evolutions. Even after Alolan Raichu, it's still Pikachu this, Pikachu that.

Eevee or even the scrapped choice of Clefairy is more deserving of mascot status.
