Unless it’s something like ledian or farfetchd it is usable for story mode and casual online battles, a minuscule fraction of the fanbase actually plays comptetitive correctly or seriously, but a lot of retards think they understand competitive because they have seen the smogon tiers or have 1000-1500 elo on showdown

Anything can be used in game. Your basically using your shitmons against NPCs even shittier mons. If every NPC in the game threw stuff like pseudo Legendaries, you definitely would feel a slight bump in difficulty. The only really difficult part in competitive Pokémon is team building.

Nah, I don't really care about competitive viability anymore, but I'm not going to play a Pokemon if it has garbage stats or a really shitty or difficult to access movepool. I play with plenty of Pokemon that aren't really competitively viable but I draw the line at most really shitty pokemon unless they have an exceptional design or some special mechanic that makes them fun or interesting, like Dunsparce.

This. I tend to use pokemon that look tempting on paper but are inconsistent in practice. It makes battles fun this way.
Contrary Lurantis comes to mind(although it's not considered unusable in Doubles so not sure if that counts)

Mine was a monster in Silver with Sword Dance. Granted, it was the one from Stadium 2 with Baton Pass, but even then he'd still beat some random trainers without needing the rest of the team.

This. A Trick Room extender (8 turns) would raise most of PU/ZU above a few tiers. Of course a move that would cancel TR would be necessary.

Staying on-topic, the problem with Vikavolt is that it's not really usable during the story either, and for the most part, not-obtainable. It evolves via magnetic field, which is only accessible in one of the last areas of the game where your pokemon should be around level 40-45. You can stick it out with Charjabug until then, but by then the game's practically over. Not to mention, Charjabug has good attack and terrible special attack, while Vikavolt is reversed (which I don't understand because Charjabug is meant to be a battery), so when it evolves its role completely changes, which is awkward for a playthrough. Vikavolt wasn't given much chance.

You get it way earlier in USUM. Charjabug is surprisingly strong until then.
