Then again, anyone who is calling GF "lazy" doesn't seem to realize that the developers arent running the fucking business, nor that companies have complex structures and organized teams.
They said that eventually they'd have to rotate the dex because they are quickly approaching over 1000 pokemon. They originally did think to do it for usum (hence no national dex) but decided to do it for a new generation on a brand new (and very popular) console.
