>>39786231The number of legendary Pokemon is fine, what needs to change is how they're depicted. Ho-oh and Lugia are some of my favorites because of the way they're depicted and spoken about in GSC. They really feel mythical. Yes, you can capture them and use them in battle, but their mythology goes way beyond what you're capable of telling them to do in a battle. The events of the Burned Tower and the creation of the legendary beasts have such an air of mysticism and reverence to them, it really makes Ho-oh and Lugia feel special. Then you move on to Groudon and Kyogre and they couldn't be more different. Their powers are represented in-game with their abilities, which sounds interesting but really it just limits them to what they can do in a battle. You're never left in the dark about their true powers because you can see exactly what they can do. Groudon makes it sunny, Kyogre makes it rain. That's it. This was made even less special when other, totally normal Pokemon were given these abilities. Kyogre being a legendary Pokemon that controls the sea really doesn't mean much when in-battle its powers can be matched by a fucking Pelipper. There are a lot of legendaries, which could definitely be a problem of its own, but if they were all treated with the same reverence as Ho-oh and Lugia the number wouldn't even matter.
