Yes, Sceptile lost Leaf Blade but gained Energy Ball, Grass Knot and Leaf Storm in its place.
Dragon Pulse is objectively better than special Dragon Claw.
Crunch is absolutely not important.
Losing Thunderpunch hurts a little but not by much since Sceptile still has relatively good attack stat and Hidden Power exists if you are a hardcore competitive player.
ON TOP OF ALL THAT, Sceptile gained Focus Blast and Rock Slide (if you wanted to run Swords Dance set).
I like the fact that I am able to replay old Pokemon games since I can do some unique sets I wouldn't do in new games (like Jolteon with Bite) but let's not kid ourselves that the split was objectively an improvement.
