Tim is a fish out of water type character; He doesn't want a pokemon and is thrusted into a story of not his own, about trying to undercover the truth about his father
In short, he doesn't fit well, even in his own pokemon world.
He wants nothing to do with pokemon. In comparison to a random watcher who isn't interested in pokemon either. In short, a non-pokemon fan can relate to Tim VERY well.
The movie uses this relationship, to draw these types of watchers, closer and closer into wanting pokemon
It's very ambitious move to say the least
