He knows this because Game Freak themselves have already said it. The first thing they said after the news was that this change was a change in game design, not due to any limitations. This has somehow gotten forgotten in the waves of people arguing if the cuts might've happened due to time/budget constraints.

Pokemon are being cut by choice. They're not coming back. Not this gen, anyways.

Sure, but they also gave shit excuses like animations and fidelity in other interviews.
And then their main "reason" for balancing is a shit one too since they could just exclude Pokemon from ranked battles and tournaments. But allow mons for local, friendlies and solo play.
