There were firearms, booze, people getting killed or about to get killed, and a lot of blood. You don't get the license for a product if you are kid-friendly anime shit.
Pokemon was also starting to get really, really fucked up by 4Kids as well before they lost their license. Little to no original music kept in the episodes. Increasing Americanization. Increasing dub errors and mistranslations.
