There is attention to how something might affect VGC but it isn't a priority and gamefreak has gone on record multiple times about how surprising competitive choices are to them at times. Like, they didn't expect Mega Kangaskhan to be as popular as it was, they didn't expect people to use mixed Aegislash sets, etc. And of course they don't care about fan formats.
