Mama bear is taking care/possibly holding captive the Rocket Trio. They can (and do) get away from her, but when they get in trouble, she comes and yoinks them out of whatever trouble they're about to enter. They wanted to enter the League, so they built the bears a hot springs at the den, so they could distract her long enough to participate in the League.

Pretty much because 1) Aya Matsui wrote this shit episode, and 2) to add "filler" to the episode. Though doing this shit for over a minute was fucking retarded; they should have just focused on making Ash VS Guzma longer, such as giving Scizor an actual proper battle, not getting OHKOd by Fire Blast.
