Let me phrase it this way. There are 65 characters in the game at launch. While you'll get 23 through the story, the other 42 must be rolled. When the game launches, people will be around their 30th roll, and that's assuming they're dedicated and played since it came out in Singapore. With the 10 additional rolls in log-in bonuses in the next 7 weeks along with the new content with the update, it'll be possible to hit 42+ rolls by the end, though it'll probably be sub-50. But you're far more likely to begin rolling duplicate characters rather than always rolling a new one, so yeah.
