It basically acts as an anti-infinite system that forces a return to neutral and encourages adaption, by giving different moves a phase shift point value that adds to that hit counter, so on top of properties like damage, frame data, meter gain, etc, you also need to factor in phase points into what moves you uise and your combo composition, and adapt more to the state of the match based on if shifting phases will be advantagous or not as a result. You can't just use the same BNB's over and over at mid and high level play
Perhaps you have the other player in a pressure situation against the corner, and you have to choose between a combo that might do more damage or is safer, but would cause a shift when in that matchup, the 2d phase is more towards your advantage. Or perhaps you are at dangerously low health, but almost have full meter, and you have to choose between using a higher damage combo that would KEEP you in the 2d phase, and pone that does less damage, but would cause a faster shift, and since shifts give you meter, and burst gives you health regen, you can do the lower damage combo to cause a shift to give you the meter to go in burst, etc
The only things i'd say should be really messed with wihth the phase systrem is there should be an on screen UI indicator for the phase point counter, and that perhaps field phase/the 3d phase should play like tekken rather then a stripped down Gundam Vs, that wayh more of the 2d phase's combat systems and complexity is retained during it.
