That's litterally Sage. Clover was the side meme/shitpost project. Sage's development just moved off /vp/ back in 2014 (or 2015, I forget) due to the threads slowly getting worse as a small minorty of posters were the ones doing the majority of the work, so they just left to do work privately vs trying to manage and be bogged down by hundreds of other anons.

There's an autistic level of attention to detail in replicating the tone and feel of the official games from the writing style to the musical motifs to the color depth limits of the sprites, the tiles are gorgous (see pic), the spritework generally is too; though much of it is WIP; the soundtrack is excellent, etc.
