Will cutting the dex in half really make competitive play better I don’t really dabble in competitive play I just play and hope I win so I don’t know

no, cutting the dex has nothing to do with competitive, they can just ban half on the mons intead of removing them from the games.
The already do tournements with whatever pokémon they want in game.

Nope. The meta will be as centralised as it ever was, more so due to a dex cull. A ban list, enforced tier system, etc. would work. Culling the dex to balance the meta is just a lie. The dynamax system might do even more to damage the meta as squads will be built around handling each other's dynamax mons.

They've been restricting mons for their official metas ages ago, so anyone telling you that they're excited to see a culled dex for tournaments is usually full of shit. Even if that weren't the case, taking Pokemon out won't improve shit in the first place unless they're tailoring the decision exactly towards that purpose. Banlists are also a thing in games as well (Pokemon as well, for that matter)

Not a chance. Strong Pokemon are still I the game but now there are fewer checks and counters to them.
If Excadrill makes it into the game I fully expect it to have 60%+ usage in singles, or be outright banned to uber.

You're still going to see the same teams every battle. The only difference is that now there's going to be *less* variety because the strong Pokemon are even stronger now that their counters are removed.
If you play singles, expect to see Ferrothorn and Toxapex on every team. If you play doubles, expect to see Arcanine on every team.

Technically it could make it better.
Though it probably won't, everything in pokemon comes down to numbers eventually people will find out the best 6-10 pokemon in the game and the meta will return to that point.

Removing genies or megas will just bring back weather wars or trick room sets.
Unless they make every pokemon have the same stats and moves there is no way to balance pokemon.
