Pinsir performs better than you would expect from his shortcomings, even when he is has 2 levels behind your team he is ok.
Submission is indeed a bad move but Pinsir can afford to take some hits if it misses and it's not like it can get anything better.
Guillotine and Hyper Beam are indeed unreliable moves and aren't meant to be relied on. Guillotine can snatch cheap kill when you get it but you should ditch it soon because leveling Pinsir gets difficult late-game, Hyper Beam is an usable move in-game and gives Pinsir much needed firepower.
As i said Hidden Power is there if you get lucky you can just save, teach it and see if it's good and reset if it's not.
You seem to have missed the point of my post since the beginning, I'm not trying to argue that Pinsir is some god or even good just that he is better than Heracross in GSC in-game.
