We may not know the real reason, but we can take a pretty good guess.
First and foremost is TPCI pressuring GF to release a new game every year so they can push anime, films, and merchandise.
This causes the time to develop the games to be cut short, which is why there are dex cuts, stupidly bad animations, and simple bread and butter story.
Second, GF itself is working on multiple game projects, which is why the quality dwindles
Third, GF and TPCI thinks that Pokemon already have the pedigree, so they must have thought that doing bare minimum is enough.
These are the real truth. You may not like it, you may still enjoy the new games, but it's all laid bare here.
