Only rumor about releasing Pokémon I ever heard was about some of them not willing to be released.
Which wasn't just a rumor, but intended game functionality to prevent you from getting stuck somewhere (last HM Pokémon cannot be released so the game tells you it was worried about you and pops it back in).
