Still, neither can you compare getting shot to someone spending money on a mobile game, even with a game model akin to gambling. But, the problem is exactly those addictive game mechanics, especially considering that pokemon is a franchise aimed at kids. This isn't anything new either, the West has taken gacha and lootboxes under fire before. And everyone remembers what happened to the Game Corner.
The people comparing this to Kinder eggs are retarded too, you aren't coaxed into buying loads of those through a scheme that adds extra value to the otherwise useless toys such as strong, rare or sexy unit in a game constructed around them, possibly with multiplayer for even more of a dickwaving incentive. Considering that in gacha, the products are also extremely easy to create (simply a jpg/model with some stats), and you can see why it is so lucrative. It baits in many people and costs almost nothing.
Best to compare it to a digital version of card game packs, but that shit has always been so niche that nobody ever gave a fuck about it.
