In terms of offense, powers of Cosmic would include gravity manipulation, light manipulation/radiation (lasers/cosmic rays), as well as channeling celestial powers as an elemental source.
It's superiority over the Flying type comes into play on this side as well, as Flying types are easy victims for Cosmic moves.
Dark types are screwed, as they can't hide as well from Cosmic types, since those can detect and target them in unexpected ways.
DESU, I'd make them strong against Fairies primarily to create a Fairy-Dragon-Cosmic triangle, but I'd put Fairy in similar reasoning as Dark: they might be the complete opposite by being pure and good-hearted, using magic to trick regular senses. Also, Fairies seem to have symbiotic elemental connection with the Moon, which Cosmic would probably be able to sever.
As for types resisting Cosmic:
Bugs are often "alien"-looking natural creatures, having strange eyes, weird exoskeletons, thriving in environments where other life perishes, have invasive tendencies and are often of parasitic in nature.
Psychics are the mentally superior creatures and can often predict the future to some degree, so while they may not have "advanced senses" of the Cosmic type, they don't need them, as they "sense" through supernatural channels.
Electric is unphased by Cosmics whole laser/light manipulation aspect, as it itself uses raw electricity and electromagnetism as means of attack and defense, so a lot of Cosmic moves are less effective against them.
Ground and Rock are sturdy and shielded from most of the Cosmic attacks simply on a material basis. The reason this wouldn't apply to Steel is because there are tropes of aliens handling strange metal elements outside the known periodic table.
And Dragons, I already teased in the resistances with the Draco Meteor example, but they're arcane legendary creatures, and for all we know, shooting lasers at them would just mutate them to grow a few extra heads and become bigger threats.
