Pokemons game corner was an imitation of a casino, complete with being able to buy chips, cash them in for prizes and gambling away "real" in game money with them.
If pokemons game corner was replaced with a bunch of neopets-esque game wheels, and "harmless" kiddy gamble games like that, or minigames that essentially WERE gambling presented as, say, a fairground game, there'd be no issue. It's literally the context it's presented in.
