Probably because they're event distribution only.
It'd be unfair if little Timmy gets matched up against an someone with an Arceus when he couldn't get one himself because his parents' car was broken down for the entire month the Arceus distribution was going on.
And do you really want Dark Void back in VGC?

More importantly, why is Genesect a mythical? Surely mythical refers to the in-universe elusiveness of the Pokémon, in the same way we view gods and fairies. Some people think they exist based on old stories and such, but no one knows for sure

But genesect was physically created by scientists. People know it exists.
