The trainers are already tough as-is. Modifying the levels on them could make it a chore just to climb up the route.
The wilds are already hovering around the level the player's Pokemon should be at when they enter the area, so I'm afraid bumping their levels up a bit more will make even wilds difficult to deal with if you get a bad roll on the level gaps. Level 10 Pineco tossing out a selfdestruct is already enough to warrant a trip back to the pokecenter.

There's already a soft level cap (overleveling causes your Pokemon to disobey you, but you can lower levels at will). It's more convenient.
