The dog is rare only by his evolution but no stronger in stupid levels as the snowfalke frog, the mythical needed evolve to be relevant and Pikacho...is Pikachu as always since the beggining.

Pikachus pretty strong as far as Pikachus go but its still nothing special in the grand scheme of things.
Its about strong enough to keep a legendary at bay but not really powerful enough to do any lasting damage to it.
Its also quite frail once a few hits actually land heavy onto it. When Pikachu gets blindsided by something he can't see coming he usually crumbles.
He doesn't have the best record out there and at one point he was a pretty big liability.
