They had to do that because Gen 4 was delayed.
Which is one of the many reasons why saying they can't delay was nonsense. Even if Alola was over, the anime is entirely filler. It doesn't need games.
In fact, only having the games in development drives further hype because they can show new species elsewhere.
It's a way to actually make you more excited for an upcoming game when you play a game or watch an episode with something you can't yet use.
Also drives eyes to the other product because those who care can't help but want to know more.
Everything about modern Pokémon is bad now because they all fucked up along the way. somewhere around the middle of Gen 4 in the background something went wrong and they need to take the time to put it right.
What they did prior to Gen 4 was basically perfect from a marketing standpoint.
