A Bulbasaur can use spores and powders to stun, poison or tranquilize their prey, use Sweet Scent to lure them close, use vines to to restrain them, leech seed to weaken the prey further... you could even get creative with some of the out there moves.I'm sure stuff like Solar Beam or Ingrain may have a use, even if it's just purely a move to strike their target off their feet.
