Well they were put together randomly but don't think those rematches are meant to be considered "canon" more like fun fanservice. Do other region's champions also have to rebattle the entire Elite Four just to enter their room? Still Kanto is by far the weakest. Blue, Red and LGPE rival have all beaten the League before reaching puberty.

They're talking about the rival version of them. Remember that one moment after beating the champion when the rival says they've got some advice to beat the champion? That means that May/Brendan beat the elite 4 as well,even if when you beat them at Lilycove they lose interest in Pokemon battles.
