Kind of doesn't when one of the badges is a beginner's license plaque badge. Gary basically went for the easy gyms.

Being a worse trainer than Ash doesn't say much since that applies to most of the animeverse

In-universe within the anime, Ash is considered to be in the upper echelon of trainers in terms of skill. The kid is a prodigy when it comes to battling.

I just watched that episode and actually the reason they try to give Ash the badge for free is becuase all three other Pallet Trainers whooped each of them so hard all they had left in their gym roster was a Goldeen that was too low level to put up a fight.
You have to remember gym leaders have to have a variety of different level pokemon for people encountering them at different points in their journey, except the cerulean sisters are so bad at their job that even their strongest water types are easily bested by beginner trainers.
Misty taking over their gym was a godsend because she actually had a usable roster.
Later on when she came to Alola she had even got round to training psyduck a bit to actually be somewhat usable in a Pokemon battle.

No, they were willing to give Ash the badge for free because they were out of usable Pokemon after the 3 other trainers from Pallet (Gary included) fucked their shit up one after another.
