It's almost as if Gen 2 were designed as direct sequels rather than standalone games, and in order to remain consistent, the new Pokemon had to be recent discoveries tucked away in corners you weren't allowed to explore, featured elements you didn't have access to in Gen 1, or were extremely rare to explain why they weren't found in your romp in RBY, especially considering you can't hand-wave it with "oh, they were HERE this whole time" because Johto is literally conjoined to Kanto to a point where they share the same League.

Almost like pokemon locations don't matter, so there's no good excuse for the shit selection in Johto.
Adding Kanto made for a good moment, but I think it harmed the games overall. A more expansive Johto with a good level curve would have been better.

I love how people are simply unable to understand that, unlike every generation that followed it, Gen 2 was never supposed to be standalone after the reboot following the Spaceworld demo.

Its main goal was to expand upon the worldbuilding of Gen 1, not to function without it. As somebody else said, Gen 2 Pokemon were never supposed to be Johto Pokemon. For all intents and purposes, during the timeline of Gen 1, Johto could have had the same starters as Kanto.

The Pokemon in Gen 2, with the notable exception of the legendaries which are, well, legendary, could all have been discovered in the three years between Gen 1 and Gen 2 and it would have made no sense for some of them not to be native to Kanto and only to Kanto.

Personally, I'll never be mad due to the amount of baby Pokemon in Gen 2 and the fact that it depended so much on Gen 1, since fleshing out previous evolution lines is never a bad idea. I love the idea of "useless" Pokemon that make the world feel realer and more coherent, since competitive battling is not the only goal of the franchise. Or it used not to be, at least.

Imagine believing that the actual explanations behind the design philosophy of the game are "excuses".

Not only do they make a difference by definition since they form the basic framework of the game, they also helped Kanto function as more than a 3-years-into-the-future simulator gameplay-wise since there actually were more Pokemon to discover and catch after the Elite Four, which should (and used to) be the main selling point of the games and a huge source of excitement.

There's nothing wrong with there being a lot of Gen 1 Pokemon in Johto and a lot of Gen 2 Pokemon in Kanto (including the teams of the trainers and the gym leaders) - the two regions are connected by land. If anything, there being only Gen 2 Pokemon in Johto and only Gen 1 Pokemon in Kanto would have broken the immersion and yes, it would have negatively impacted the experience just as much as GF choosing not to have any Gen 2 Pokemon be native only to Kanto.

You fail to understand that in GSC, Johto and Kanto form the seamless world of the game and there's nothing wrong with them being codependent and complementary since they are supposed to be threated as the two halves of a whole. Treat them as one single unitary region, if you will, because that's how they were meant to function and there are absolutely no problems with that: they share the same Pokedex, which is thankfully not regionally distributed according to the generation the Pokemon were introduced in, the level curve is decent once you realise that both Johto and Kanto form 'the main game' (a concept which only appeared in Gen 3, anyway, so it can't apply to Gen 2 either), and the size of the new region is comparable (20 routes, including the new ones in Kanto, 10 cities, more than 20 landmarks etc.).

There would have been no reason to include another Cycling Road and so on if you already have one in the same game.

No, Kanto in Gen 2 is gutted. It's a skeleton with blocked up doors. Towns and dungeons have disappeared.
And most of the gym leaders are lower level than the guys you just beat. Janine is level 39 for fuck's sake. It makes the decision to lower Johto's levels even more baffling.
Kanto doesn't take long to go through, and there isn't anything interesting there except the region itself, and a few bits of development like Cinnabar (although it was probably nuked to save memory).

You're not contextualizing. Granted, Kanto was only half of what it had been in Gen 1, but we all know the story about why that is. It's still infinitely preferable that it was included and that Johto was not a standalone region because Pokemon still cared about worldbuilding back then and it offered a complete perspective of the world up until that point, including plausible explanations for the appearance of new Pokemon and what had happened in the past few years. Sure, a lot of stories like Cinnabar being destroyed and the Pewter Museum closing were obviously used as pretexts, but they worked. We all had the imagination to fill up blank spots and that was what gaming almost always involved back then.

Kanto may have been gutted, but that doesn't mean it was intended any less to be part of the 'main game'. There aren't two adventures, there's one single adventure in this seamless world consisting of two regions and every single design decision was taken accordingly. Compare the levels of the last gym in GSC (Blue's) and DPPt (Volkner's). That is the relevant comparison, not the one between Claire and Volkner. Claire should at most be compared to Maylene in Platinum.

Moreover, the length of Kanto is irrelevant. Visiting it is what has mattered from the beginning, so the fact that the region itself is interesting is more than enough.
