That's not Kanto pandering, Charizard is one of the faces of the franchise along with Pikachu and Lucario.

If Leon's gimmick is that he's a grand bigshot, why doesn't he use a Pokemon that's KNOWN to be immensely popular in-universe like Pikachu for his ace?
Nowhere in-universe is Charizard implied to be so fucking popular that another species of Pokemon straight up tries to look like it in order to be loved.
Furthermore, if Charizard Pandering isn't Kanto Pandering, then Lucario and Rotom Pandering aren't Sinnoh Pandering before anyone pulls the "KANTO BAD, SINNOH GOOD" card on me.
