I can confidently say that it's introductory design back in gen 3 was not intended, nor anticipated to be, as coveted by the masses as it was, by the designer(s). Newer designs like Salazzle and Tsareena definitely were, but I strongly believe that it was not their goal with Gardevoir back then.
Do I understand the appeal of an exotic, feminine, humanoid telepath wearing a dress, with your self insert being in an ambiguous close relationship/position of ownership with her? Absolutely, but that's not what drew me to it. I just liked the concept of an elegant but powerful, almost alien psychic guardian.
