In French, the ONE language where Rose's name isn't Rose (it's Shehroz), Marnie's name is straight up Rosemary.
They clearly are meant to be related.
That said, you're way off on the plot though. It's clear that Bede and Rose are up to no good and Marnie is trying to win the League to stop them.
Also, I think there may be even more on the family front with stuff. Magnolia and Oleana have some visual similarities too and they both are apparently scientists researching the Dynamax phenomenon. I could totally see them being mother and daughter, which would in turn make Sonia Oleana's daughter. They don't look much alike at all, but then again Sonia really doesn't look much like Magnolia either. Also, it could make for some interesting character developments.
