There's really no reason to buy them, honestly. The game basically throws gems at you for free, and the characters you get in the story are actually really good on their own.

Please reread what I said. The game has a built-in distinction between paid and non-paid gems. Some offers only let you buy them with paid gems. You are definitely trying to buy one of these offers, and the game isn't letting you because you don't have enough PAID gems.
