No. They really fudged the environments to help give the illusion of biomes despite not having wild mon. I wouldn't change anything to Orre. Just add to it. Maybe give it a neighboring region

also no you are not the only one, pokemon's design around that time was all over the place, Mystery Dungeon, Dash, Rangers, Colosseum, and XD all happened pretty close together so I think most just saw it as more experimentation from GF
