I dunno if they'll allow Maxing in their Battle Tower equivalent though since they'll probably be limiting the mon again and want that shit to go pretty fast usually.

As for why they keep them so small even in open fields, I imagine it'll come down to an issue of consistency. We'll certainly get indoor battles where there'll be way less space for the mon, so in those instances the smaller mon are required. Then it'd be a bit weird (and harder to manage honestly) to have them have various sizes based on the area, so it's easier to default them all to the smaller scales.
Beyond that, I think the biggest reason for their shitty scaling is just to make the shots they want work best for the vast majority of Pokemon. It's not just big guys being shrunk, but also little guys being grown. They try to keep them all in a relatively small scale margin which means that they'll be able to do whatever they want visually while assuming the mon will always be filling out a specific space.
