28, 1, I think it's trying to evolve to appeal to a new generation and, by doing so, inadvertently alienating those who have been around for the older generations. It's almost like a low-yield investment is made with every new generation - the series loses 5 fans, but gains 7 more.
Pokemon suffers from being too weird to live and too rare to die. It scratches several itches at once, wants to appeal to everyone, but it would get understandably stale after awhile if no new Pokemon were added/regions were explored. The underlying problem with the IP is that Pokemon has been, for the people working on it, a 20+-year-old project - they're not learning anything new and there's little to no room for changing the mechanics of new games since everything has been well established. It's stunted game design, which is both attractive and repulsive all at once. On the one hand, you know what you're getting, but on the other, you may become frustrated that there's nothing different about it. Nothing new or exciting.
The IP will always be attractive. It's on (and in some ways, above) the level of superhero comic universes - Pokemon just has too much in it to not be entertaining. However, it would probably be a blessing if GF closed down, Pokemon itself stayed out of the gaming medium for a cycle or 2, being relegated to shows/mangas/comics only, while another developer took their time with the setting.
